Would cutting your hair really short help it grow longer?

My hair was cut bad about 2yrs ago and now it doesn't grow. I tried almost every hair growth that I could, like shampoos and treatments. Now the recent advice i got was to cut it shorter than it is now (similar to Rhianna's hair cut). They said its a way to regrow your hair and hep it grow faster and longer. If I cut it would my hair finally grow?
