For Chris Double's Genetics Editor, I am having trouble locating the Functional Developer Runtime Library.?

I click the link on his website but it just installs Cygwin, which I already have. I need the DLL files to execute the program properly. d3dium.dll is one I can name off the top of my head. Does anyone know if it is available still? If the files are not available via the internet, does anyone have the files that they can send to me? I'm kind of desperate for these files.
