What do i do when a dell C600 does not have operating system?

I bought a Dell C600 from our township, and they said it does not have an operating system, and there is no COA sticker on the back. I turned on the power to see if the battery worked, and it said set up? I am not computer literate enough to know what to do now. I just turned it off? What do I do? Thank you
